Perception about intelligence!

A: After seeing the situation from the day I gained consiousness ,I think problem with the system is that the people, on top, are corroupt. We should be responsible for selecting such idiots.
We need a reform for the selection criterion!

B: You know, I think what you are saying is correct! Frank Herbert said in dune - "Good government never depends upon laws, but upon the personal qualities of those who govern. The machinery of government is always subordinate to the will of those who administer that machinery. The most important element of government, therefore, is the method of choosing leaders"

Who is more convincing? A or B? for that matter is Frank Herbert?

This debate on designing good systems to compel good behavior on the part of citizens and having good citizens leading to building a good system has been in existence for a long time. I feel, that men evolve systems and systems evolve men. The relationship is somewhat inextricable and this chaos leads to evolution of more systems that stay on for some time and die down. Regardless of the health of systems, men can't afford to stop improving. We thus come back to the old adage, "Be the change you wish to see around you".

this post is not about that discussion. What i wanted to bring about is the way we presume or percieve who is Intelligent or who is Original thinker..
